Each of these is a step on from the one before. Nothing is wasted if you move up later — that is how the range is meant to be used.

How to choose
Two questions, and you have your answer
Does it take money? If not, you want Velocity Core or Velocity Publish. If it does, you want Velocity Commerce, WooCommerce or Aero Commerce.
How often does it change? A site that changes twice a year does not need an admin panel. A site putting out news every week does. That is the whole difference between Core and Publish.
Everything else — catalogue size, integrations, how much you want to do yourself — we work out in a ten-minute conversation.
